Why Am I Running?
This election isn’t about me. It’s about all of us. When I am out talking to people, I keep hearing the same things. People don't feel listened to. They don't feel City Hall is accountable. And they keep telling me they want a city with better planning.
Our taxes keep increasing, but we don't feel we’re getting better services or better value. Costs in Richmond Hill are going up. Affordability is going down. Crime is higher now than it was four years ago.
Has Ward 5 and Richmond Hill kept pace with the needs of its residents?
Residents feel disconnected from Council and our elected officials. There isn’t much opportunity for real dialogue. I intend to change that. I will bring Town Halls and Public Forums to Ward 5 so I can discuss with you what is being debated in Council and bring back your ideas and concerns.
Ward 5 deserves a Councillor who listens, plans ahead and has a clear vision for Richmond Hill's future.
I am focused on being accessible, approachable and accountable. I am listening. I hear you. And if I am elected, you will have a Councillor who continues listening after Election Day.
Affordability
Richmond Hill has an affordability problem. Council keeps raising our property taxes year after year, but are we getting better services or better value? I don’t think we are.
Meanwhile, cities like Vaughan and Markham have built diversified economies with manufacturing, technology, finance and higher education. Richmond Hill needs that same clear vision for the future.
My plan is to attract new businesses and help local businesses grow. A stronger commercial tax base means less pressure on homeowners—and more good-paying jobs right here in our community.
That’s especially important for our younger generations, who are struggling with affordability. No one should have to commute an hour just to find a good job.
Ward 5 deserves a Councillor who listens, plans ahead and has a clear vision for the future.
Water Bills
I just received my water bill, and if you’re like me, you looked at your water bill and wondered why is it always getting more expensive. I start wondering…are we showering more? Are we doing more laundry? So I decided to look into it.
It turns out our Councillor voted for a 6.1% increase this year and a 6.8% increase last year. Now they’ll say our water comes from York Region and York Region Council sets the price, but that’s not so true. Markham is also in York Region and they only voted a 4.9% increase this year.
In fact, our current Ward 5 Councillor has held this position for the last 12 years, and over the past 12 years our water bills have increased over 90%. That’s almost double!
And here’s something else. Canada has one of the world’s largest fresh water supplies, but what are they selling us in York Region? Contaminated water that’s been treated with chlorine and ammonia.
Friends, Richmond Hill has an affordability problem. The current Councillor keeps voting to raise our property taxes and our water bills year after year, but we can’t keep spending money like this. The reckless tax increases have to stop.
Ward 5 deserves a Councillor who listens to you, plans ahead and has a clear vision for Richmond Hill’s future. The people of Ward 5 want Real Change. I am Richard Rupp and I am asking for your vote and support

Safety
Crime and public safety are growing concerns across Ward 5 and Richmond Hill. Car thefts, home break-ins and other crimes are leaving too many of us and our families feeling unsafe in our own neighbourhoods.
At Hillcrest Mall, you never know when there’s going to be another armed robbery of a jewellery store.
If elected, I will work closely with York Regional Police to push for increased police presence where it’s needed the most, and hold community safety meetings so we can all speak directly with police and get real answers.
I believe I have the strongest relationships of anyone on Council with our two local MPPs and our two Members of Parliament. I will use those relationships to push for stronger laws, tougher sentences and the resources our police need.
You deserve to feel safe in your home and in your community.
